Minutes December Meeting

East Tawas, MI

Minutes from MARC Meeting December 7, 2003

Meeting called to order by President Dennis Gaboury at 1:00 PM.

 

Quorum:

A Quorum was present. Board member absent, Secretary, Richard Ranta. Seven present in audience. After introductions, the minutes from the previous session were read, a motion was made to accept the minutes as read, by Kelly Karpp, seconded by Ron Gordon, motion passed.

Treasurers Report:

Treasurer Kelly Karpp read the treasurer's report. $4381.52 in savings, $1173.28 in checking for a total balance of $5554.80. Newsletter expenses of $607.64. Newsletter mailer fees for full mailer to be investigated. Detailed list of additions/subtractions  available for anyone's interest. Motion made by Scott Bicknell to accept report as read, seconded by Larry Rinke, motion passed.

Old Business:

Secretary position open, at resignation of Richard Ranta. Dennis Gaboury appointed Jeff Skurda as secretary to fill term. Jeff Skurda accepted.

No Correspondence.

New Business:

Scott Bicknell of GMARC presented his case for coordination of 2-meter repeater. Requested timely action on coordination. Bruce Winchell stated coordination request was received without proper data and would require clearance from surrounding states. Jeff Skurda would resubmit a TDS with proper data a.s.a.p. Scott Bicknell accepted explanation.

Dennis Gaboury requested that Bruce Winchell send out request for clearance of GMARC coordination to surrounding states upon receipt of proper data. Bruce Winchell acknowledged.

 

 

 

 

 

 

 

 

Larry Rinke questioned why Michigan has a 120-mile protection ring as surrounding states use approximately 100 miles. Bruce Winchell submitted that it is a prior MARC Ruling and would require rule changes and technical limitations such as antenna height, ERP etc. Jeff Skurda stated he would look into changes for 100-mile protection ring. Dennis Musselman stated the need to investigate possible channel/co-channel interference if changes to ERP, location, antenna height, etc. were not addressed. Issue tabled.

Joe Wieczorek questioned why their groups coordinated repeater frequency was shared with another repeater 65 miles away. Bruce Winchell stated the other repeater was decoordinated. Joe Wieczorek, as a representative of the RADAR group, requested action of the coordination change of the WD8PO repeater, as they have taken over their pair from Southfield. Bruce Winchell stated he would send correspondence in January. Joe Wieczorek accepted explanation.

February 7, 2004.

Next meeting:

March 2004, Kalamazoo area. Location to be determined.

Closure:

Kelly Karpp made a motion to close the meeting, Ron Gordon Seconded.  Motion passed. Meeting closed at 2:03 pm.
