A Quorum was present. Board member absent, Secretary Richard Ranta. After introductions the minutes from the previous session were read, a motion was made to accept the minutes as read, by Kelly Karpp, seconded by Ron Gordon, motion passed.

 

Treasurer Kelly Karpp read the treasurer's report. $5328.37 in savings, $535.42 in checking. Detailed list available for anyone's interest. Motion made Ron Gordon to accept report as read, seconded by Bruce Winchell, motion passed.

 

No correspondence.

 

Old Business:

Dan Thompson N8WKM presented the SERA Band plan for 900MHz to the Board. Dan recommended that we adopt this band plan due to the fact the ARRL does not go into detail for assigning repeater pairs, etc., etc. After much discussion, Kelly Karpp/seconded by Dan Thompson made a motion, that under the DOG, we use the SERA 900 Mhz Band Plan as a guide for coordinating repeaters. Motion passed. If further information is required go to http://www.sera.org

 

It was brought up Dave Johnson and Bruce that 32% of the coordinated Repeaters in the Lower Peninsula are two years or more past due with their TDS's. A good portion of that 32% is three years or more. Motion made by Bruce/ seconded by Kelly, that the funds be made available to send out a full mailing with a notice of possible de- coordination if current TDS's are not filed. Motion passed.

 

De-coordinations will commence, using the authority given the Coordinator in Section I, Paragraph F, Sub-Paragraph 1 of the MARC Standards:

Loss of Coordination Pending

 

The MARC Database Manager has reported that 32% of all coordinated repeaters are now in a delinquent reporting status. This is inexcusable, and a Zero Tolerance policy is now in effect regarding keeping all bi-annual TDS reports current.

 

A list of repeater coordinations that have been placed in a MARC de-coordination project is included in this newsletter. The reason for each one of them being on this list is Serious Reporting Delinquency. It is our goal to clear this list within the next 90 days.

 

There is only one possible way to be removed from this list: Send in a current, complete TDS report, and do it very soon.

 

If a proper TDS report is not received within thirty days of the publication of this newsletter, the Coordinator has been instructed by the Board of Directors to begin decoordinating this list beginning with those that are the most overdue. He has been further instructed to revoke all remaining delinquent coordinations on the list by January 1, 2004; using the authority given the Coordinator in Section I, Paragraph F, Sub-Paragraph 1 of the MARC Standards:

SPONSORS, BE AWARE that the ultimate responsibility for these filing these reports lies with the Sponsor, as the actual holder of a coordination. While your listed Trustee is our primary contact person, and most Trustees do file the necessary reports, some of them don't do it. Your Trustee does not hold ultimate responsibility for assuring that reports are kept current, you do.

Next order of business: Elections. Those running for office are as follows. Vice-President: R. Bruce Winchell, Treasurer: Kelly Karpp, Director: Ron Gordon. Nominations were opened up, with none from the floor or absentee ballots, and the secretary absent, the President made a motion, seconded by Dave Johnson that a unanimous vote be cast. Motion passed. For record, two absentee ballots were cast.

 

Next meeting December 7th to be held in the Battle Creek area. Deadline for the newsletter is November 1.

 

Dave Johnson/Ron Gordon made a motion to close the meeting at 2:23PM. Motion passed.

Message From the Coordinator

 

I am very glad that we finally have a basic band plan for narrow-band 900mhz to work with. Hopefully, we will soon see the same thing with 2.5 ghz.  Seeing as this band plan was instituted under the Developmental Operating Guidelines (DOG), put in place in June, all coordinations in this band will be issued on a provisional basis, with no time limit, but it will give you the full protections of coordination. The band plan will be subject to change over the next three years as limits, problems and procedures are discovered and experimented with, and we have to keep everything flexible until it is fully developed and finalized by a vote of the membership. Congratulations and thanks for the help from all those who had input into this project. You did a lot of careful research and a great job.

 

Anyone who has an interest in the 900mhz band should probably contact dan@waycom.com. Dan appears to be the spiritual leader of the group that is experimenting and he can tell you more about equipment, costs, known issues and pitfalls better than the Coordinator can.

 

DUES NOTICE

 

We are approaching the time of year when membership dues ($10.00) begin to be renewed. We need to clear up some confusion before it happens again.

 

The MARC membership year is from January to January. If you paid MARC dues in July of 2003, it does not mean that your dues are paid until July of 2004. They are only paid until January 1, 2004. It gets confusing in the last quarter of every year, because people forget to put what year they are paying dues for on their checks or in an attached note. BE SURE YOU PUT THE YEAR THAT YOU WISH TO PAY DUES FOR ON YOUR CHECK. If you do not put this information on your check, and you are not on record as having paid 2003 dues, your check will be applied to 2003 dues instead of 2004. We're almost sure you did not intend to pay for just 2 or 3 months of 2003, (some people do want to do that) but we follow standard accounting procedures that dictate that dues money received must be applied to the year in which it is received, unless otherwise specified by the sender.
